Federal manufacturing grants: who actually gets the money

Several of the best-known federal manufacturing programs pay the organizations that help manufacturers, not the shops themselves. Manufacturing.gov says the federal government supports manufacturers through "notices of funding opportunities (NOFOs), grants, loans, and tax credits." For a small manufacturer, three federal routes matter:

• Manufacturing Extension Partnership (MEP) (run by NIST)

  Centers in all fifty states and Puerto Rico. NIST says "Any manufacturer can take advantage of the services provided by MEP Centers." What a shop gets is consulting and training, not a cash grant. NIST's MEP awards go to the centers. Agency page (opens in a new tab)

• Manufacturing in America Empower to Grow (E2G) grants (SBA)

  Up to $50 million for as many as 10 organizations "who will provide training and technical assistance to support small manufacturers." Applicants can be for-profit or nonprofit, small businesses included, but need at least three years in existence and experience training small manufacturers. Proposals were due June 15, 2026. An eligible small shop's share comes through the program: "free business courses, in-person hands-on training, and one-on-one consulting." Agency page (opens in a new tab)

• SBIR and STTR (America's Seed Fund) (coordinated by the SBA, funded by 11 federal agencies)

  The direct federal route: "non-dilutive funding" to develop new technology. Awards go only to small, for-profit firms that are more than 50% owned and controlled by U.S. citizens or permanent residents and have "not more than 500 employees," counting affiliates. It funds research and development, so it fits a manufacturer developing a new product or process, not one buying standard equipment. Agency page (opens in a new tab)
